Philip R. Lee, M.D., Co-chairperson

Dr. Lee is senior advisor to the School of Medicine regarding the development of the social, behavioral, and policy sciences at the University of California, San Francisco (UCSF).
From July 1993 through January 1997, he served as assistant secretary for health in the U.S. Department of Health and Human Services, a post he also held under President Lyndon B. Johnson. Before going to Washington in 1993, Dr. Lee served as director of the Institute for Health Policy Studies, which he founded at UCSF in 1972 with Lewis H. Butler, LLB, and from 1969 to 1972 he was chancellor of UCSF.

| Dr. Lee has frequently been an advisor to federal, state, and local health policymakers, and has served on numerous advisory boards and planning groups. He was president of the Health Commission for the City and County of San Francisco from January 1985 to January 1989, and from July 1986 through February 1993 he served as chair of the congressionally mandated Physician Payment Review Commission.
Dr. Lee's research and teaching endeavors in the field of health policy have focused on physician payment, prescription drugs, reproductive health policy, and AIDS-related issues. Currently, he also is doing research on population health, public health, and medical care, particularly the role of multispecialty group practice. He is the author of more than 100 articles in the health field, and he has coauthored numerous books. |

The company's diverse expertise included management services for Medicare, Medicaid, aged, blind and disabled, long-term care, behavioral health, indigent care, Indian health services, children's services, veteran's hospitals, CHAMPUS, and many others. |

| During his tenure as the head of the company, Mr. Birch was instrumental in developing a number of innovative programs that became national models, ranging from childhood immunization programs in Louisiana, to primary care case management services in Texas, to Medicaid managed care in New Jersey. Mr. Birch also worked extensively with community program integration and health information systems.
Mr. Birch, as chairman of the health sector of The National Association of Public/Private Partnerships, retired from the company in 2000. In addition to serving as co-chairperson of the Network of Care Advisory Committee, he now is president of Bubba Mac Enterprises, a company that specializes in the music of the blues. He performs with his highly successful blues band at the Bubba Mac Shack in Ocean City, N.J. |
